Sponsor's Guide for Conducting a
STATE USA SHOOTING PISTOL
JUNIOR OLYMPIC SHOOTING CHAMPIONSHIP
I. DATES
A. The State USA Shooting Junior Olympic Shooting Championships (JOSCs) should normally be conducted between December 1, and February 8. Earlier dates for State JOSCs will be considered on a case by case basis. It is necessary for results to reach the USAS Competitions Division no later than February 13. We cannot guarantee invitations if results are not received by February 13.
B. While air pistol and sport pistol JOSCs are separate competitions, sponsors may elect to conduct both tournaments during the same time period.
C. The National JOSC for air pistol and sport pistol will be held at the U.S. Olympic Training Center at Colorado Springs, Colorado. The pistol championships will be around April 1-5. These dates include arrival and departure days.
II. SPONSORSHIP
A. State JOSCs must be sponsored by a USAS affiliated organization. State JOSCs will be approved directly by the Competitions Division of USA Shooting. The National JOSC will be organized and conducted by USA Shooting.
B. States are encouraged to conduct smallbore rifle, air rifle, running target and shotgun events, if not already doing so.
III. USA SHOOTING SUPPORT
A. Review, approve and sanction state applications for State JOSCs.
B. Promote State JOSCs by publishing dates, locations and entry information in the "Upcoming Events" section of Quickshots, the official newsletter of the National Governing Body (NGB) for the Olympic sport of shooting. For prompt publication, match information must be received and approved by the 5th of the month, two months prior to the month of issue.
C. Provide first, second and third place medallions for each state JOSC match.
IV. SPONSORING ORGANIZATION RESPONSIBILITIES
A. Prepare and submit an application
USA Shooting affiliated organizations interested in conducting a State JOSC should complete and submit an application (copy enclosed). The standard event application form for USA Shooting events is to be used. The title of the match on the application form must include the words "(your state name) State USA Shooting Junior Olympic Air Pistol/Sport Pistol Championship". B. Plan Your State JOSC
We encourage you to plan your State JOSC to include as many special activities as possible to enhance the overall learning experience the match environment offers. With good organization, you can make the JOSC the highlight of your state's junior shooting program.
1. Match Staff
Match staff should be selected to include a classification officer, range personnel, scorers and so forth. The number of helpers will depend on projected participation. In addition, the functions of advance promotion, publicity, facilities preparation, award ceremonies and special activities should be considered.
2. Budget and Fees
The expenses involved in conducting a State JOSC are the responsibility of the sponsoring club (except for the awards provided by USAS). Shooters should pay an entry fee which will offset the expenses. However, fees should be kept as low as possible to encourage maximum participation. Items which should be considered in setting fees include but are not limited to:

Sponsors may wish to supplement the income from fees by:
1. Subsidizing a portion of the cost.
2. Soliciting contributions in cash, goods or services.
3. Conducting fund raising activities.
State Associations are encouraged to establish a travel assistance fund for their state qualifiers travel to the National JOSC. If this is done, it should be stated in the program. This type of fund has been used in the past and is quite successful.
Location
Site selection is important. Where there is a choice, the most accessible site should be selected. The ideal site is one which will also maximize participation. The same State JOSC may be conducted on more than one weekend at one site to accommodate all entries. Large states or states where there are large population areas, are encouraged to conduct the State JOSC in sections. Each section must be conducted under identical conditions.
Reporting Results
Competition results are to be combined into one results bulletin with only one winner declared. Any ties are to be broken by the match sponsor in accordance with USA Shooting Rules. The sponsoring organization is responsible for providing the combined results and scores of the competitors to the USA Shooting Competitions Division no later than February 13, 1998.
Rules
All State JOSCs are conducted under current USA Shooting Rules. If any rule exceptions are to be allowed by the sponsoring organization, they must be listed in the competition program and are subject to prior approval by USA Shooting.
JOSC Competition Standards:
a. must be conducted under USA Shooting Rules, except as noted above.
b. the state air pistol JOSC is not to be combined with another match other than the state JOSC sport pistol event. That is, scores cannot be extracted from another competition and counted for JOSC results.
c. all eligible entries must be accepted until closing date, or range capacity.
d. must be sanctioned by a USA Shooting affiliated organization.
e. must be registered with USAS as a State JOSC.
f. must be conducted with .177 caliber air pistol.
Courses of Fire
All air pistol State JOSCs will be 40 shots at 10 meters with a time limit of one hour fifteen minutes. All sport pistol State JOSCs will be 60 shots at 25 meters, 50 feet, or 50 yards with reduced targets (30 shots precision and 30 shots rapid fire).
Awards
USA Shooting provides awards for the 1st, 2nd and 3rd place individual. Unused awards are to be returned to USA Shooting.
Classification System
The classification system established by USA Shooting rules is optional and may be used if desired.
Categories
The categories of J3, (up to and through the year of the 14th birthday); J2, (age 15-17;up to and through the year of the 17th birthday); and J1, (age 18-20; up to and through the year of the 20th birthday) are required at each State JOSC.
Team Competition
Team matches are encouraged but are not required. Frequently, team matches add to the interest and excitement of the competition. Team matches can also be a good source of revenue for the sponsor. There are no team events at the National JOSC.
Educational Programs and Clinics
An informative program or training clinic will enhance the value of a State JOSC, especially for those shooters in the lower skill levels. We suggest that the state association or sponsoring organization, host a clinic in conjunction with the Championship.
An awards ceremony can be a very meaningful part of a State JOSC. Sponsors are urged to have a formal award ceremony. It can be held in conjunction with a picnic or other activity. A guest speaker and or awards presenter can also enhance the program.
Match Program
It is the responsibility of the sponsoring organization to prepare and distribute the competition program. A copy of the program is to be submitted to USA Shooting with the tournament application for approval. It is the sponsor’s responsibility to distribute the approved program to potential competitors.
NOTE: Competitors are to include their social security number on the entry form. Social security numbers are needed by the U.S. Olympic Training Center for all attending the National JOSC.
Score and State Reports
State JOSC sponsors must submit results in time to reach USA Shooting at the Olympic Training Center no later than February 13, 1998. This lead time is necessary to issue invitations and allow time for shooters to arrange for lower airfares.
V. NATIONAL USA SHOOTING AIR PISTOL AND SPORT PISTOL JUNIOR OLYMPIC SHOOTING CHAMPIONSHIP
A. The National JOSC for pistol will be organized and conducted by USA Shooting at the United States Olympic Shooting Center, Colorado Springs, Colorado; April 1-5. April 1 and 5 are travel days.
B. These championships will be fired under current USA Shooting Rules. The women’s championship will consist of two 40 shot women's air pistol courses and a final for the top eight shooters. The men’s championship will be two 60 shot air pistol courses plus a final for the top eight competitors. One 60 shot (30+30) sport pistol match will be conducted for both men and women to participate in. Finals will be conducted for the top eight women only in sport pistol.
C. USA Shooting will issue official state qualifier invitations to the top male and female per state who fire at or above the minimum state qualifying score and an automatic global invitation to all competitors who fire at or above the global qualifying score at a State JOSC. At-large invitations may also be issued to competitors by age category (J1, J2, J3) depending on range and rooming space.

ELIGIBILITY: This competition is open to all competitors born in 1978 or later. All competitors must be individual members of USA Shooting or members of a USA Shooting affiliated club. All residents are eligible for the lst, 2nd and 3rd place USA Shooting State Champion medallions.
INVITEES: USA Shooting will issue official invitations to the National Junior Olympic Shooting Championships (JOSC), provided the competitor fires at or above the minimum state qualifier score (male and female) and to the competitors firing at or above the global qualifying score. Additionally, at-large invitations may be issued to top scoring competitors by score depending on range space and room availability at the OTC.
ENTRY: Shooters may compete in more than one State JOSC, however, only one score will be considered for invitation to the National JOSC. At entry, juniors must declare if they are shooting for RESIDENT QUALIFIER, GLOBAL CUT-OFF or for SCORE ONLY. For these reasons, there are three entry divisions on the JOSC entry card.
A. RESIDENT QUALIFIER - The score for competitors entering this division will be the only score fired in any State JOSC which will be considered for invitation to the National JOSC. Competitors in this division may not compete for invitation in any other state. Competitors entering this division must have declared residence in the state in which they are firing.
A. GLOBAL CUT-OFF - The score for competitors entering in this division will be the only score fired in any State JOSC which will be considered for invitation. Competitors in this division may not compete for invitation in any other state. Any competitor who competes in more than one JOSC for invitation will be disqualified. Competitors may declare residence in any state for this division.
B. SCORE ONLY - For juniors who have fired or will fire for invitation in another state and are, basically, shooting for practice.
TEAMS: All teams entered in the team competition must represent USAS affiliated clubs.
CATEGORIES: The following categories will be used for individual and team competition:
Junior (J1); age 18-20; competitors born from 1978-1980
Intermediate Juniors (J2); age 15-17; competitors born from 1981-1983
Sub-Juniors (J3); age 14 & under; competitors born in 1984 or later
CLASSIFICATION:
RULES: Current USA Shooting Rules will govern.
COURSE OF FIRE: 40 shots standing for air pistol on 60 record targets plus unlimited shots on 4 sighter targets; 60 shots (30 precision and 30 rapid fire) for sport pistol.
TIME LIMIT: 1 hour, 15 minutes for air pistol
PISTOL: .177 caliber air pistol; .22 caliber sport pistol
SIGHTS: Metallic sights will be used.
DISTANCE: 10 meters (33 feet) for air pistol; 25 meters, 50 ft. for sport pistol
TARGET: B-40; B-33, B-39
COACHING: Coaching will not be permitted.
SCORING PROTESTS: A scoring protest of $1.00 per shot may be charged.
TIES: All ties for awards will be broken in accordance with USA Shooting Rules.
JUNIOR OLYMPIC PARTICIPATION PINS:
A participation pin provided by USA Shooting will be provided to each competitor (provided pins are requested by the sponsor).
AWARDS: Provided by USA Shooting - USA Shooting will provide a gold medallion to the top resident individual, silver medallion to 2nd place resident individual and a bronze medallion to the 3rd place resident individual. Unused awards are to be returned to USAS.
Provided by the Utah Precision Marksmanship Society - Trophies will be awarded to the highest junior, intermediate junior and sub-junior shooter, provided there are at least three shooters in each category. A special Beginner's Award will be given for the highest score shot by an individual who has never competed in a JOSC before; a State Team trophy will be presented to the top team provided there are a minimum of two teams. The Utah Precision Marksmanship Society will also assist in defraying the expenses of competitors participating in the National USAS JOSC.
NATIONAL JOSC: The National JOSC air pistol competition will be two 40 shot air pistol courses for women and two 60 shot air pistol courses for men conducted under USA Shooting Rules with finals for the top eight competitors. The National JOSC sport pistol competition will be one 60 shot sport pistol course for both men and women conducted under USA Shooting Rules with a final for the top eight women only. A complete match program and other information will be sent to all competitors earning invitations. The National Pistol JOSC will be fired at the United States Olympic Shooting Center, Colorado Springs, Colorado April 1-5.
SCORE CARDS: Special score cards will be used for all State JOSCs. They are to be filled in completely and signed by the competitor to be considered for invitation to the National JOSC. LEGIBLE handwriting is required.
MAKE ENTRY: Entries may be made using the form enclosed with this program. Mail entries to the contact person shown at the top of the first page.
ENTRY FEES: A USA Shooting registration fee of $5.00 per individual will be charged.

ENTRIES CLOSE: Advance entries will close 28 January 1998. Entries received prior to the closing date will be accepted to range capacity
POST ENTRIES: Entries made after the closing date will be accepted up to range capacity. A post entry fee may be charged.
CANCELLATIONS: Cancellations received one week in advance, or earlier, will receive a full refund. An additional refund schedule may be used.

DIRECTIONS TO RANGE: The Naval ROTC Building is located at 1450 E. 100 South in Salt Lake City UT. From I-15 take the 600 South exit and go east to 1300 E. Turn left and go north to 100 S., then turn right and go east to 1450 E. (Turn right at the second light east of 1300 East on 100 South.) Parking is available in the lot adjacent to the building.

QUALIFICATION PROCESS
Invitations to the National Junior Olympic Shooting Championship (JOSC) will be issued as follows:
At all state level USA Shooting Junior Olympic competitions, the top male and female per state will receive invitations to the National JOSC provided they fire at or above the minimum qualifying score listed below. If the first place state qualifier declines the invitation, it will be passed down to the second place state qualifier who fired at or above the minimum score. Invitations are not passed down below this.
GLOBAL CUT-OFF AUTOMATIC INVITATION:
Any state level USA Shooting Junior Olympic competitor who fires at or above the global qualifying scores listed below receives an automatic invitation to the National JOSC. USAS WILL SEND INVITATIONS TO ALL SHOOTERS WHO HAVE SCORES REPORTED AND VERIFIED TARGETS SENT IN AT OR ABOVE THESE MINIMUMS.

AT-LARGE INVITATIONS:
Additional at-large invitations MAY be issued for the National JOSC to top scoring competitors from State JOSCs. Invitations will be divided among junior, intermediate junior and sub-junior age categories. The at-large invitations will not be passed down if any of the shooters invited do not attend. The number of at-large invitations will depend on range capacity and available rooming space at the U.S. Olympic Training Center.

AWARD SUGGESTIONS
We have put together the following ideas to help you select the awards you may wish to give at your State JOSC in addition to those provided by USA Shooting. We have also included some suggestions for your award ceremonies. We hope this information will stimulate more ideas, and we look forward to hearing about the awards that will be used.
1. It is recommended to have as many different shooters as possible be recognized with awards.
2. Awards do not necessarily have to be valuable or expensive to be meaningful to competitors. Awards that are unique to the State JOSC, ones that are useful, and those that have the USAS Junior Olympic Shooting Program logo would probably be the most meaningful to the competitors.
3. Awards are often more meaningful when they can be presented during the awards ceremony at the match, rather than mailed sometime after the match. Some awards may need to be ordered in advance.
4. Use award items that could be sold later to competitors or club members if not used in your state JOSC. This can be an excellent way to solve the problem of not knowing in advance how many awards will be needed. These items include T-shirts, patches, pins, etc.
5. An awards ceremony which recognizes many competitors will be enjoyed by all present. For example, the USAS participation pins could be passed out at this time. Awards, or simply recognition during the awards ceremony, can be given to the high shooter(s) in each position, each category, each classification, youngest shooter, shooter who traveled the farthest, etc.
ITEMS FOR AWARDS
1. Purchase of USAS sales items for awards will help support the US Shooting Team (USST), and at the same time show that the Junior Olympic Program supports USAS. USAS merchandise includes T-shirts, hats, bags, sweatshirts, patches, pins and decals with the US Shooting Team logo. A brochure is available from the USAS merchandise manager, 1-800-395-5991.
2. State Association Mercha
3. Merchandise of Sponsoring Clubs. Many clubs have their own brassards, pins, T-shirts, etc. These items could be used to fill out an awards schedule and promote the club at the same time.
4. Shooting equipment. Small items of shooting equipment are most welcome by junior shooters. Be careful on legal regulations governing ammunition.
5. Sponsoring club members may wish to make their awards by hand. Baked goods, small crafts, etc. are great items which also could be used to raise money for clubs.
Hopefully this list of ideas will stimulate your creative thinking. Please let us know about your awards, and please get in touch if you have any questions.
Suggestions for Conducting a Training Clinic
State JOSC sponsors are strongly encouraged to conduct a training activity as a part of the regular scheduled match. This activity can be in the form of a clinic, presented by one or more individuals and attended by all match participants.
The recommended format is fairly simple and easy to organize. Select one or more speakers to address the match participants. Be sure to give them a specific topic and length of time to speak, or if you both agree, let the speaker(s) select the topic. Determine the resources (projector, chalkboard, etc.) the speaker(s) will need and make necessary logistical arrangements for facilities and equipment to conduct the clinic.
Another popular clinic format is to invite 3-5 recognized experts or champions to sit on a panel and answer questions from the audience. One advantage to this system is that no one has to prepare a lecture, and the audience is treated to a variety of opinions and styles on topics of their own choosing. It would be a good idea to have some questions prepared in advance to start the session.
Don't overlook the use of audio-visual material to augment the clinic. Many excellent resources are available to assist speakers, and in some instances, these resources can be used as a complete presentation if a speaker is not available.
Local shooting champions, coaches and gunsmiths are one of your best resources. Adult and junior state champions may be willing to help out.
